How to read the BSP summary
The sheet puts institutions in three groups: those that explicitly waived fees or stated ₱0, those with conditional zero fees, and the rest. The waived group is ranked by average fee for individual clients. Two marks carry weight in the grid: ** means the service is not available, and * means only the receiver is charged. Every figure above comes from the individual-client columns, which are separate from the corporate ones.
The latest effective date in the sheet’s footnotes is August 15, 2026. The column order, PESONet first and InstaPay second, was read from the footnotes, and it matched on every row tested. The Type column follows the sheet’s own grouping, which is why GoTyme and Tonik sit among the digital banks and MariBank appears as a rural bank; DCPAY, the entity behind Coins.ph, is registered with the BSP as an electronic money issuer.
Where the bank’s own page differs
Three institutions publish figures that contradict the BSP sheet. The table follows the BSP sheet; both pages are linked so you can check which one your app actually applies.
- BDO: the limits and fees page shows ₱10 for InstaPay and ₱50 for PESONet, while the BSP sheet lists both as free for individuals from July 9, 2026.
- RCBC: the Pulz FAQ still states a ₱10 PESONet fee and the online banking FAQ ₱15 for InstaPay, against free on both rails in the BSP sheet.
- GCash: the bank transfer help article says “A PHP 15 fee applies per transaction”, while the BSP sheet records ₱10 from July 4, 2026.
BSP Circular 1238 and the July 2026 fee wave
BSP Circular No. 1238, issued June 17, 2026 together with Memorandum M-2026-025, lifted the moratorium on InstaPay and PESONet fee changes and set July 4, 2026 as the compliance date; BusinessWorld reported on July 6, 2026 that BSP expected more institutions to lower their fees. The circular set the deadline, not the price, which is why the effective dates in the table run from July 1 to July 20, 2026, with Development Bank of the Philippines waiving InstaPay only on August 15, 2026.
The ₱50,000 InstaPay limit
The ceiling belongs to the scheme, not to the bank. BSP’s national retail payment system page describes InstaPay as a real-time credit push scheme for “transaction amounts up to P50,000”, and UnionBank puts it directly: “InstaPay only allows transfers of up to Php 50,000.00 per transaction.” BPI lists the same PHP 50,000 per transaction, as does GCash. Daily caps are the institution’s own: Metrobank allows “up to PHP 50,000 per transaction and up to PHP 100,000 daily”. Anything larger moves through PESONet, where each bank sets its own per-transaction and daily limits. More on how the rail works is on InstaPay.
PESONet fees, cut-offs and receiving
PESONet is the batch rail. BSP describes instructions processed in bulk and cleared at batch intervals, with the payee credited within the same banking day if the instruction was sent before the cut-off, so a free transfer can still land on the next banking day. Each bank sets its own cut-off, and those times differ; the per-bank list is on PESONet cut-off times. Receiving costs nothing on this rail: BSP’s PESONet FAQ states that the beneficiary does not pay for the crediting to their account. GCash and the Maya wallet carry ** in the individual PESONet column of the fee sheet, meaning they do not send on it; the GCash help pages cover incoming PESONet cash-ins only.
Corporate and business accounts
The corporate columns did not move with the individual waivers. In the sheet, BDO’s corporate row reads ₱0 to ₱50 for PESONet and ₱25 for InstaPay, Metrobank ₱50 for PESONet with InstaPay unavailable, China Bank ₱50 and ₱25, PNB ₱50 and ₱15, and LandBank ₱10 to ₱150, with a footnote of ₱15 per single PESONet transaction and ₱10 per bulk transaction via weAccess. UnionBank’s footnote says corporate “fees vary based on account channels”. Security Bank, PSBank, AUB, MariBank and UnionDigital show free across all four columns, and Maya Bank’s footnote states corporate PESONet and InstaPay are free until further notice. These corporate figures come from the same BSP sheet and the same column order.
Other institutions on the BSP list
Beyond the rows above, the BSP sheet records free InstaPay and PESONet for individuals at Bank of Commerce from July 17, 2026 and at CTBC and PhilTrust from July 15, 2026. Development Bank of the Philippines waived InstaPay from August 15, 2026 but still lists ₱10 for PESONet, and Philippine Veterans Bank waived PESONet from July 14 and lowered InstaPay to ₱10 from July 17, 2026. Among the institutions that kept a charge, Maybank lists ₱10 InstaPay and ₱30 PESONet, PBCOM ₱10 and ₱15 to ₱500, UNObank ₱5 InstaPay, GrabPay ₱10 from July 10, 2026, and Wise Pilipinas ₱35 on both rails excluding VAT. Netbank’s footnote says fees were free until July 31, 2026, with ₱5 on InstaPay from then on. The BSP Payments Bulletin adds that as of June 2026, “InstaPay fees range from Php 0.00 to Php 35.00”.
