Netbank (A Rural Bank) charges ₱5 for each InstaPay transfer from August 1, 2026. Its transfers were free until July 31, according to the footnote on the Bangko Sentral ng Pilipinas (BSP) disclosure table, Summary of Transfer Fees via Digital Channels, which reads: “P5.00 is charged to InstaPay transactions, thereafter.”

What changed

  • BeforeInstaPay free
  • Now₱5 per InstaPay transfer
  • EffectiveAugust 1, 2026

The footnote names only InstaPay for the ₱5 charge. What Netbank charges for PESONet from August 1 is not stated there, and no separate Netbank advisory could be read.

A fee going up is legal again. BSP Memorandum No. M-2026-025 records that the Monetary Board approved “the lifting of the moratorium on increase of fee” for InstaPay and PESONet transactions, taking effect together with Circular No. 1238 on July 4, 2026. The moratorium had been in place since 2021.

The month’s other changes went the other way. Between July 1 and July 10, BPI, BDO, Metrobank, PSBank, LandBank, UnionBank, PNB, China Bank and Security Bank all moved to zero for individual clients on both rails, per the footnotes on the same BSP table.
