GCash is not a bank in the Philippines: its wallet is BSP-regulated e-money, not a deposit account.

Short answer GCash’s own terms call the GCash Wallet “a reloadable e-money instrument” that “is not a deposit account”, “is not covered by the Philippine Deposit Insurance Corporation (PDIC)” and “does not earn interest”. G-Xchange, Inc., which runs GCash, says it is registered with, licensed and regulated by the Bangko Sentral ng Pilipinas (BSP).

GCash uses the word “account” for the wallet: its terms define “GCash Wallet” or “GCash Account” as “an e-money instrument that stores Philippine Peso (₱) value”. The label in the app does not change what the balance legally is.

What the BSP says e-money is

BSP Circular No. 1166 (2023) defines e-money as electronically stored monetary value that is kept in “a non-interest-bearing non-deposit transaction account”, pre-funded by the customer, accepted as payment by the issuer and others, issued at face value, represented by a claim on the issuer, and withdrawable in cash or transferable. The same circular says: “E-money is not considered a deposit. It shall not earn interest.”

That is why GCash can hold a peso balance, send it to another wallet or bank, and take cash in and cash out without being a bank. The BSP Verifier lists EMIs as a separate type from banks and describes them as “entities that facilitate transfer or remittance of electronic money”.

Other products inside the GCash app

The GCash terms say they “apply suppletorily to the terms and conditions of products and services offered by GCash’s affiliates and partners through the GCash App”. A savings, investment or insurance product offered by a partner inside the app is governed first by that partner’s own terms, so its interest, fees and deposit-insurance status come from those terms, not from the wallet terms. Check the provider’s legal name in the product details and look it up on the BSP Verifier.

Can GCash receive a bank transfer?

Yes. The GCash terms list cash in from “mobile banking services, which allow you to transfer Philippine Peso (₱) funds from your eligible bank account into your GCash Wallet”, and “Send Money to Bank” from the wallet to accredited partner banks and other e-money issuers. Fees and limits are on GCash fees and GCash limits. Money from abroad uses partner routes, not a bank SWIFT code for the wallet: see GCash SWIFT code.

Disputes and complaints

The GCash terms ask you to report an incorrect debit, credit or transaction-history error through the GCash Help Center within 15 business days of the transaction, and say an investigation may take 10 to 45 business days. If GCash’s answer does not resolve it, the BSP’s complaint route applies to EMIs as well as banks: see BSP bank complaint.

Warning GCash’s terms say your PIN, MPIN, OTP and other GCash credentials “must not be disclosed to anyone”. No check of whether a balance is insured needs them.
