An ATM withdrawal fee at another bank in the Philippines is set by the bank that owns the machine.
Short answer Since April 7, 2021, Philippine ATMs use the BSP’s acquirer-based ATM fee charging (ABFC): withdrawals and balance inquiries at your own bank’s ATMs stay free, and the ATM owner sets the fee for other banks’ cards. BDO and Metrobank ATMs charge ₱18 per withdrawal and ₱2 per balance inquiry, LANDBANK and Maybank ATMs ₱16 and ₱2, and CTBC Bank ATMs ₱12 and ₱2. The fee shows on the ATM screen, and you can cancel before you confirm.

What each ATM owner charges other banks’ cardholders
These are the fees the bank that owns the ATM charges when you use a local card from another bank: ₱12 to ₱18 a withdrawal at the ATM owners below. The fee is debited from your account.
| ATM owner | Withdrawal, other local bank’s card | Balance inquiry, other local bank’s card | Own cardholders |
|---|---|---|---|
| BDO | ₱18 | ₱2 | Free with a BDO debit card |
| Metrobank | ₱18 (PSBank cards: ₱7.50) | ₱2 (PSBank cards: free) | Free |
| LANDBANK | ₱16 | ₱2 | Free |
| Maybank Philippines | ₱16 | ₱2 | Free |
| CTBC Bank Philippines | ₱12 | ₱2 | Free |
Cards issued abroad pay a different fee: BDO ATMs charge ₱250 per withdrawal on a card issued overseas, plus whatever the card issuer adds, and Metrobank ATMs charge international cards a ₱250 access fee per withdrawal.
What your own bank’s fee page says
Banks that issue the card do not quote one number for other banks’ ATMs, because the ATM owner sets it.
| Your card | At another bank’s ATM in the Philippines |
|---|---|
| BDO debit card | Fees may vary per ATM terminal owner |
| China Bank ATM or cash card | Fee varies per bank (BancNet member ATMs) |
| PSBank ATM card | No charge from PSBank; the ATM owner’s fee applies, with the option to cancel |
| RCBC MyDebit Mastercard | Withdrawal ₱10 to ₱18; balance inquiry ₱0 to ₱2 (BancNet ATMs) |
| CTBC Bank card | The ATM owner charges its own fee |
| BPI debit card | Fees may vary at non-BPI ATMs via BancNet; the fee appears as its own line on the statement |
Why the charge appears on your statement
Before April 7, 2021, the bank that issued your card set the fee for using another bank’s ATM. The BSP’s acquirer-based ATM fee charging model moved that decision to the ATM owner, which pays for the machines, the cash servicing and the monitoring. The BSP says fees “will be displayed on the ATM screen and on signages”, and a cardholder “may cancel the transaction if he/she does not agree with the fee to be charged”.
That is why a small debit can sit next to an ATM withdrawal on your statement or passbook. BPI says the withdrawal fee “shall be displayed separately from the amount withdrawn” in its statement of account, and a balance inquiry fee is shown “as a separate debit amount” on the day of the inquiry. A balance inquiry at another bank’s ATM is charged even when you withdraw nothing.
Tip To avoid the fee, use your own bank’s ATM, or check your balance in your bank’s app before you go to another bank’s machine. If the screen shows a fee you do not want to pay, cancel before you confirm.
How much you can withdraw at another bank’s ATM
The ATM owner and your bank can each limit a single withdrawal. Metrobank ATMs allow up to ₱20,000 per withdrawal on a Metrobank card and ₱10,000 per withdrawal on a non-Metrobank card. A BDO debit card can take out up to ₱25,000 per transaction at BDO ATMs and ₱10,000 per transaction at other ATMs. A larger amount means several withdrawals, and each one is charged.

Warning If an ATM did not dispense cash but your account was debited, report it to your own bank, not to the ATM owner’s guard or to anyone who offers help on social media. Metrobank asks its cardholders to watch the balance for 24 hours and then call its contact center. For a dispute your bank does not resolve, see how to file a bank complaint.
